World Domination in a hex grid gameboard

Remember the classic game Hexxagon? I would like to play a game that is about world domination by taking turns capturing a hex cell until you have captured all the cells in the game board and defeat the enemies main cell.
This game would have its most basic mechanic like the classic game Hexxagon but with additional gameplay mechanics. Here are some of my ideas.

Hex Cells
hex cells have different properties: hot, cold, rock, sand. this properties would affect capturing of that cell, example, if the cell is hot, the captured cell, would eventually turn back to neutral, unless you research tech that can make your cell survive longer.

Resource Points
capturing resource points will help you generate more resource for research and upgrades.

resource points have a natural resistance to capture and will not be captured easily. it might have 2 or more properties that would make capture difficult.

Upgrades
some of the tech i have thought about give more abilities to a capturing cell. It would be great to have a tech tree to accommodate more styles of gameplay.

Speed- adds additional moves per turn.

Health- can make a captured cell last longer in harsh conditions like capturing a Cold or Hot cell.

Aqua- cells can swim across oceans for more than a turn reaching farther distances before dying.

The original Hexxagon game that i was addicted to years before.

Doomsday device
When your cell has been captured by the enemy, there is a special resource point that will be credited to you, accumulating an amount of the special resource point will allow you to chose one of several doomsday devices that can turn the tide of battle. Different doomsday devices have different special resource point costs.

Here are the original notes i had on my notebook.
